Social assistance for the elderly

People of elderly and especially senile age, due to their physiological characteristics, belong to a socially vulnerable group of the population and need the support of society. In accordance with the legislation, the following social assistance to the elderly is available:

1. social assistance for elderly people at home, including social and medical services;
2. semi-permanent social assistance to elderly people in day care (urgent) branches of social care institutions;
3. inpatient social services in stationary social services (boarding houses, boarding houses and other social services, regardless of their name);
4. urgent social assistance for the elderly with a view to providing urgent assistance of a one-time nature to those who are in urgent need of social support;
5. social and consultative assistance aimed at adapting the society of elderly people and disabled people, developing self-reliance, facilitating adaptation to changing social and economic conditions.

For the implementation of these forms of social services, territorial centers have been established that are engaged in identifying older people in need of social support, identifying the types of social services necessary for them and providing them with information, conducting a differential accounting of all who need it, depending on the types and forms of assistance required.

Social assistance for elderly people at home

Social assistance for elderly people at home is provided by social workers who offer a wide range of services to the ward: home delivery of food products from stores and from the market; delivery of hot meals from canteens, humanitarian aid, necessary goods and medicines; registration of various communal and other payments, delivery of things for repairs. On behalf of the ward, the social worker can contact the notary, arrange the necessary documents (including for placement in the boarding house), invite masters to repair the apartment or some equipment, call a doctor, etc. The main types of home services are provided free, some are paid by the pensioner from the supplement to the nursing pension. The main goal of social services at home is the adaptation of the elderly to their position, the maximum possible extension of their stay in the familiar social environment.

For the poor, the centers organize free hot charity meals at the expense of local budgets, territorial funds for social support of the population, and other extrabudgetary allocations. They are provided with natural assistance in the form of food, clothing, footwear, medicines.

The Centers create points for the charitable collection of things and their distribution, the points for renting durable goods, organize preferential consumer services for low-income elderly citizens in hairdressing salons, laundries, bathhouses, apartment repair services, and shops where the needy can buy goods at a discount.

Day care units

Another form of social assistance for the elderly is the separation of day care. Their goal is to help the elderly to overcome loneliness. Here, meals, medical social assistance for the elderly, recreation, cultural and educational activities are organized. In such institutions, various kinds of feasible work are organized where you can again feel your usefulness and even earn extra money by sewing, needlework, and craft. Clients of the day office together celebrate holidays, birthdays - as a result, old age and loneliness no longer look so sad, as before. It is important that after the rest in the day care department, the connections between elderly people are not interrupted.

Early social assistance to the elderly at social care centers is designed to provide emergency care of a one-time or temporary nature to elderly people in dire need of social support. It includes the provision of the necessary information and advice, legal, as well as material assistance, emergency medical and psychological and repair-domestic assistance.

Boarding houses for the elderly and disabled

Boarding houses for the elderly and disabled, boarding homes and other institutions of inpatient stay, where older citizens who do not have able-bodied children are obliged to support their parents. In institutions of this type, patients who need constant medical care and supervision of a psychiatrist or those who for various reasons can not live together with relatives can be sent.

Registration in the boarding house is carried out by local social protection bodies, depending on the place of residence or the actual residence of an elderly person or a disabled person. When residing in boarding, pensioners receive 25% of their pensions on hand, and the remaining funds are transferred to the account of the orphanage, assuming all the material costs of maintaining and caring for the elderly. If there are vacant places in the boarding house, the elderly and disabled can be accepted for temporary residence for a period of 2 to 6 months.

Those living in such houses receive well-equipped accommodation with the necessary furniture and equipment, bedding, clothes, shoes; they are provided with food, including dietary. Patients undergo regular follow-up and treatment, and, if necessary, hospitalization. The administration organizes various cultural events.

However, often in inpatient facilities, social assistance to the elderly increases the dependence and feeling of loneliness among those living, bringing them closer to life (up to 25% of people die each year).
