Maternity benefits are the state aid that all expectant mothers are entitled to. It does not matter whether the woman worked before pregnancy or was unemployed, this also applies to students. Let's look at the features of maternity benefits, how they are calculated, how to calculate them. And also payments in different countries.
What are the benefits during pregnancy?
Every expectant mother should know what payments await her during pregnancy. First of all, know that there are three types of benefits that imply a certain amount of payments. Let's look at these benefits.
- For pregnancy and childbirth.
This payment is a payment for maternity leave. To receive this benefit, you must have a sick leave certificate issued by a medical institution. The duration of payments is 70 days before childbirth and 56 days after. If the birth was complicated or the woman has multiple pregnancies, the duration of postnatal leave is increased to 70 days. This type of benefit applies only to insured women and is provided at the place of work.
This type includes a one-time benefit, and a benefit for the birth of a child and for caring for him/her up to the age of three. Payments are made from the enterprise or organization where the pregnant woman works.
- Benefit for the birth of a child until he or she reaches one year of age.
This type of benefit is divided into several payments. So, a couple of years ago, in Ukraine the payment for the first birth was 26 thousand hryvnia. The mother receives part of the above-described amount once, and the remaining money is paid out every month for 12 months.
- Child benefit up to three years.
This type of payment must be issued separately. The monthly payment amount is approximately 130-150 hryvnia. But the payment can be increased, for this it is necessary to issue income assistance. To receive income payments, you will have to collect a number of certificates from the work of both parents. In this case, the payment can increase to 800-1000 hryvnia. But there is one but, the documents must be reissued every six months.
Payments in early pregnancy
Early pregnancy benefits are available to all women. However, to receive them, you must go through several bureaucratic procedures. First of all, a woman must register with a women's health clinic before her pregnancy reaches 12 weeks, or 3 months.
This type of benefit can be paid by the social welfare department or at the woman's place of work. Unemployed women, or those who are registered with the employment service or are studying, i.e. female students, must contact the social welfare department at their place of residence to receive a cash benefit.
In any case, the woman must have a number of documents with her. This is an application and a certificate from a medical institution. The certificate must indicate the exact period of pregnancy and the date of registration. Please note that this type of benefit is accrued simultaneously with the maternity benefit. But if a woman applied for this type of payment earlier than for maternity benefit, the money will be accrued 10 days after the application is submitted.
Payment of sick leave for pregnancy
Maternity sick leave payment is designed to support the expectant mother financially. Since illness during pregnancy is always difficult and expensive. The calculation period for receiving payment is considered to be the last six months, that is, the six months that were before the insured event, that is, sick leave. Months in which the woman did not work due to sick leave are not included in the calculation period.
The amount of the payment depends on the average salary and is calculated from the payment that the woman receives. Bonuses, compensation payments, which can be one-time, as well as financial assistance, holiday payments, etc. are added to the salary. The payment of sick leave due to pregnancy is calculated proportionally to the time worked and is accrued after the sick leave is closed.
Maternity benefit payment terms
The terms of payment of maternity benefits depend on the type of benefit. For example, a one-time payment is made in two stages. The first stage is a one-time transfer, the second stage is a monthly payment in equal parts. The latter depends on the funds remaining from the one-time payment.
Payments are provided for the entire duration of maternity leave. Monetary assistance can be accrued for 140 days before and 70 days after the birth of the baby. If a woman had a complicated birth or multiple pregnancy, the amount of monetary assistance and the time of its payment increases.
Women who are insured and employed are entitled to maternity benefits equal to the average salary. The amount is calculated based on the average salary of two years of work, but in some cases, the benefit amount is also calculated based on 12 months of work. As for the terms of payments, the happy mother receives the first amount immediately after childbirth, and the remainder is paid within a year. Also, payments can be calculated for three years, according to payments for child care up to three years.
Calculation of maternity benefits
The calculation of maternity benefits consists of the following items:
- Various allowances and bonuses.
- Additional payments for time worked.
- Bonuses and payments during business trips.
- Vacation pay.
- Financial assistance and sick leave payments are not included in the calculation of maternity benefits.
Please note that the main document used for calculating payments is the procedure for calculating social insurance payments. Salaries are added up with additional payments and bonuses, and the amount of payments is calculated from this. One-time payment for pregnancy
A one-time payment for pregnancy is no more than the sum of ten subsistence minimums. This benefit is intended for children under six years of age. The money that remains after this payment is recalculated, divided into equal parts and paid to the woman. The duration of payments can be 24 months, if this is the woman's first child. 48 months are paid for the second child and 72 months for the third and subsequent children.
Maximum maternity benefit
The maximum maternity benefit depends on the number of children born. Let's look at the amount of benefits that pregnant women are entitled to. The largest cash benefit is received by women who have given birth to a third child or triplets, the amount is 123,840 hryvnia. For the second child or twins, they pay 61,920 hryvnia, and for the first, 30,960 hryvnia.
The legal basis and basis for calculating maternity benefits is the established subsistence minimum. This indicator is calculated for children under six years of age. Please note that all payments related to pregnancy and childbirth are regulated by the Law of Ukraine "On State Assistance to Families with Children". The amounts of payments are as follows:
- 30 living wages – first child.
- 60 living wages – second child.
- 120 living wages – third child and subsequent pregnancies.
The maximum maternity benefit is intended for women with three or more children.
Maternity benefits for the unemployed
Maternity benefits for unemployed mothers are provided, but for this it is necessary to collect a number of documents. So, for maternity benefits for unemployed mothers the following documents are required:
- Child's birth certificate (original, copies).
- Passport and identification code of parents.
- Extract from the Civil Registry Office.
- Social account number for benefit payments.
Please note that maternity benefits for unemployed mothers are approximately 25% of the minimum wage. Payments are provided as in normal cases of maternity benefits.
Maternity benefits in Ukraine
Maternity benefits in Ukraine are regulated by law and approved in the budget for each year. The Law of Ukraine "On State Assistance to Families with Children" provides all pregnant women with benefits and child allowance. Maternity benefits in Ukraine depend on the number of children.
There are also different types of payments. A one-time payment is ten times the subsistence minimum. This amount is paid once, the remaining amount is paid in equal parts. For the first child, payments are made over two years, and for the second over four years, for the third and subsequent children - six years.
Maternity benefits in Russia
Maternity benefits in Russia are provided for all expectant mothers. Thus, according to the legislation, there are lump sum payments, one-time benefits, child care benefits up to three years of age, and maternity benefits.
A one-time benefit is provided to women who registered before the 12th week of pregnancy. The amount of the one-time benefit is 465 rubles. It is worth paying special attention to the fact that the one-time benefit is paid only to employed women, as well as to those who are students and military personnel. The benefit is issued within 10 days and is paid at the place of work, study or service. Maternity benefits are calculated from wages and have a limited amount. The amount of the benefit does not exceed the amount determined by dividing the maximum wage received over two years by the coefficient 730. Thus, the amount of the benefit can exceed 500 thousand rubles.
According to Russian law, a pregnant woman has the right to receive maternity benefits, but for this she must have a sick leave certificate. Unemployed women also have the right to receive this benefit. To do this, you must contact the social security authorities. But women who have the status of unemployed are not provided maternity benefits.
Maternity benefits in Kazakhstan
Maternity benefits in Kazakhstan are regulated by law, namely the law "On state benefits to families with children." Expectant mothers have the opportunity to receive the same types of benefits as Ukrainian women.
The main task of parents, even before the birth of the baby is to collect all the documentation and certificates. Since this will allow you to quickly apply for benefits. All payments are provided from the state budget. The amount of payment increases with each birth of a child. The minimum amount of payment is for the first child, the maximum - for the third and subsequent children. The amount of payment is calculated from the minimum wage. Thus, for the first child, parents can receive more than 50,000 tenge, for the third and subsequent, more than 86,000 tenge.
Payments to students during pregnancy
Maternity benefits for students are provided in the same way as for working women and women who are unemployed. All female students receive maternity benefits from a special state fund. Thus, pregnant women who are studying on a paid basis receive benefits that are calculated from the minimum wage. If the expectant mother is studying on a budget and receives a scholarship, then the maternity benefit corresponds to the amount of the scholarship. If the student receives an increased scholarship, then the benefit amount is equal to the scholarship with an additional payment.
Maternity benefits for student mothers cannot be lower than the subsistence minimum or the scholarship amount. If a student studies and works, she independently chooses one of the benefits. For a working woman, the benefit corresponds to the average salary or the minimum wage, and for a student - to the scholarship amount. Academic leave to care for a child is also paid and can be granted twice.
Maternity benefits at work
There are several types of maternity benefits at work. The main type of benefit is maternity benefits. This benefit is provided for by Ukrainian legislation, and its amount depends on the woman's salary, as well as the number of children. Thus, child benefits are divided into two parts. The first part is equal to ten times the average salary or the subsistence minimum. The remaining amount is paid in equal parts.
There are payments for sick leave during pregnancy. This payment is provided for all pregnant women who are insured by the compulsory social insurance agencies. That is, the payment is provided to an officially employed woman. The amount is calculated from the average salary for two years of work. All payments for pregnancy at work are paid and accrued by the accounting department of the organization in which the woman works.
Social benefits during pregnancy
Social payments during pregnancy are provided for uninsured persons and persons who have social benefits. The right to receive social payments is granted to:
- Women who work in state enterprises or are military personnel.
- Dismissed due to liquidation of the enterprise. The form of ownership of the enterprise does not matter. Payments are provided for those women who were dismissed from work no later than six months before filing an application for assistance.
- Unemployed and registered at the employment center.
- Students, postgraduate students, clinical residents, doctoral students.
- Entrepreneurs.
Payments for multiple pregnancies
Payments for multiple pregnancies comply with Ukrainian legislation. The amount of payment depends on how many children the woman is carrying. If it is twins, then the cash benefit corresponds to the amount for the birth of the second child, if it is triplets, then the amount is the same as for the third child.
In case of multiple pregnancies, lump sum payments and maternity benefits, as well as sick leave benefits during pregnancy, are increased.
