The Verkhovna Rada intends to ban the sale of alcohol at night across Ukraine

People's Deputy of Ukraine Vladimir Danilenko (Communist Party of Ukraine) proposes to ban the sale of beer (except for non-alcohol), alcoholic, low-alcohol drinks, table wines at night. This is evidenced by the bill N8560, registered in the Verkhovna Rada on May 23, 2011.
According to the authors of the project, statistics show that alcohol consumption several times increases the number of injuries, accidents, crimes, diseases and deaths.
According to them, the main consumer of beer, alcoholic, low-alcohol drinks, table wine at night is the youth. At the same time, the number of crimes committed in a state of alcoholic intoxication is constantly growing, a large number of crimes on this soil is carried out at night.
Thus, the project developers propose to amend the Law "On state regulation of production and turnover of ethyl alcohol, cognac and fruit, alcoholic beverages and tobacco products." In particular, it is proposed to prohibit the retail trade of beer (except for non-alcoholic beverages), alcoholic beverages, low-alcohol beverages, table wines from 23 to 6 hours, except for spilling in restaurants, cafes, bars and other catering establishments.
The draft also provides for the introduction of amendments to the Code of Administrative Offenses. So, according to the project, violation of the rules of beer trade (except for non-alcohol), alcoholic drinks, low alcohol drinks, table wine from 23 to 6 hours by an employee of an enterprise (organization) of trade or public catering entails a fine of 30 to 100 (510-1700 UAH). Non-taxable minimum incomes of citizens.
Recall that the ban on retail sales of these alcoholic beverages, beer and tobacco products have already been introduced by a number of Ukrainian cities.
According to the president of the Ukrainian Trade and Industrial Confederation (UTSPK) Vladimir Demchak, the introduction by the authorities of a number of Ukrainian cities of a ban on the retail sale of alcohol and cigarettes at night is illegal. In addition, according to him, in some cities this decision of local authorities was quashed by the court. According to V. Demchak, an entrepreneur, receiving a license for the sale of alcohol and tobacco, should only agree with the local authorities on the time of the enterprise. At the same time, local authorities have no right to set the time of work unilaterally, as this is a mutual consent of the two sides.
At the same time, it was not possible to prohibit the sale of beer in the kiosks in Kiev. The Kyiv District Administrative Court overturned the Kyiv city council's decision to ban the sale of beer, low-alcohol beverages, wine and tobacco products in metropolitan kiosks. Thus, the ban, which was to enter into force on April 1, 2011, did not act for a single day. This prohibition extended to the sale in small architectural forms (MAF) (stalls, kiosks) of beer (except for non-alcohol), low-alcohol beverages, table wine and tobacco products.
